Bio
Richard Kelley teaches courses on criminology and law, including Introduction to Criminology and Introduction to Law.  As a practicing lawyer, Professor Kelley integrates the theoretical with the practical – challenging students to contemplate the real-world applications of the concepts learned in the classroom.  In addition to teaching in Â鶹Æƽâ°æ’s School of Public Affairs, Professor Kelley was an Adjunct Professor for Villanova University’s VIISTA program, focusing on immigration law and advocacy.

Outside of teaching, Professor Kelley is an Assistant United States Attorney in the District of Columbia and a Captain in the U.S. Army Reserve as a Judge Advocate.  As an Assistant United States Attorney, Professor Kelley prosecutes felony sex offense cases in the District of Columbia.  As a Judge Advocate, Professor Kelley has been assigned a variety of roles ranging from Trial Defense Counsel to National Security Law Attorney.

Prior to becoming an Assistant U.S. Attorney, Professor Kelley served as the Co-Legal Director of the DC Volunteer Lawyers Project, where he helped to launch the organization’s immigration program focused on serving at-risk children and victims of sexual and gender-based violence.  He also led the organization’s child advocacy program.  In addition, he volunteered as the Legal Director for Center Global (a program of the DC Center for LGBT Community), an organization that focuses on holistic support for LGBTQ asylum seekers and refugees.  Professor Kelley has previously spoken on asylum issues for the D.C. Mayor's office and briefing panels for both the U.S. House of Representatives and U.S. Senate focused on the asylum process for LGBTQ individuals and has written about issues impacting asylum, immigration, and survivors of domestic and gender-based violence.

He received his J.D. and LL.M in International Business and Economic Law and LL.M in Civil Justice from Georgetown University Law Center and his Bachelor of Arts degree from Harvard University.
